Rakesh Hooja is a Ph.D. in Social Sciences from University of Rajasthan. He joined Indian Administrative Service in 1974 having earlier taught in the same university. He has held various important positions in both Government of India and Government of Rajasthan. He has also been President, Indian Network on Participatory Irrigation Management (IndiaNPIM) and Vice President, Indian Water Resources Society (IWRS). Presently, he is Director, HCM Rajasthan State Institute of Public Administration, Jaipur and ex-officio Principal Secretary (Training), Government of Rajasthan.

Besides a score of research papers and reviews, Dr. Hooja has authored/edited 21 books and also an equal number of monographs. He is the Honorary Associate Editor, “Indian Book Chronicle, ” Editor-in-Chief, “Prashasnika” and Editor, “ASTI Journal of Training & Development.”

Ramesh K. Arora has had his higher education from the University of Kansas, Lawrence, USA from where he obtained his Masters and Ph.D. He has been Professor, Head and Dean in the University of Rajasthan. Presently, he is Visiting Professor, HCM Rajasthan State Institute of Public Administration, Jaipur and Chairman, Management Development Academy, Jaipur. An author/editor of more than forty books, Dr. Arora is also Editor of “Prashasnika” and “Administrative Change.”

K.K. Parnami has been Publication Officer in the HCM Rajasthan State Institute of Public Administration, Jaipur since 1995. He has contributed several scholarly papers in national journals and has also been involved in the editing of the journals “Prashasnika, Development Policy and Administration Review” and “ASTI Journal of Training & Development.”
