Over the years significant changes have occurred in the relationship spanning a period of more than seven decades in postindependence India. It therefore, needed a peep which could address the key issues in such a relationship as it influences the quality of governance. The political and the permanent wings constitute the basic instrument of the government and administration and a positive relationship is required for a good administrative performance. The present book is the culmination of a national seminar on the said theme.
